What is a Peter Pan Collar
A Peter Pan collar is a style of clothing collar that is flat with rounded corners. It’s named after the collar from Maude Adams’s costume in her 1905 role as Peter Pan. The collar is designed to fit around the neckline and lie flat upon the torso. It’s been a part of women’s fashion since the early 1900s and is often associated with children’s wear since the 1920s. The Peter Pan collar has a charming, vintage appeal and has seen various revivals in fashion over the years.

Seam Allowance
I suggest including an additional 1 cm | 0.4 in of seam allowance to all the edges of the pattern pieces for this project. To mark the seam allowance on your fabric, you can utilize a ruler or a tape measure.
Another option is to use a seam gauge, a handy sewing tool with markings for various seam allowances.
Adding seam allowance is a crucial and straightforward process in sewing. It guarantees that your collar will end up being the correct size.

Step 2: Choose and Cut Your Fabric
Select the fabric you’d like to use for your collar.
Step 3: Sew the Ruffle
Make a pattern for the ruffle. You can decide how wide and long you want your ruffle to be, depending on your preference and the size of your collar. A general rule is to make the ruffle length twice as long as the collar edge, and the ruffle width about 2 to 3 inches. Cut out two ruffle pieces from your fabric, adding seam allowances.
Sew the ruffle pieces together along the short ends, right sides together, to form a loop. Press the seam open. Fold the loop in half lengthwise, wrong sides together, and press.
Gather the raw edges of the ruffle using a long basting stitch on your sewing machine or by hand. Adjust the gathers to fit the collar edge.
Step 4: Sew Straps
Make a pattern for the tie. You can decide how long and wide you want your tie to be, depending on your preference and the style of your collar. A general rule is to make the tie length about 20 to 30 inches, and the tie width about 2 to 3 inches. Cut out two tie pieces from your fabric, adding seam allowances.
To form a long strip. Press the seam open. Fold the strip in half lengthwise, right sides together, and sew along the long edge and one short edge, leaving the other short edge open for turning. Clip the corners and turn the tie right side out. Press and topstitch along the edges.
Step 5: Attach the Ties
Pin the tie to the right side of one upper collar piece, aligning the raw edges at the center front. Baste the tie in place using a 1/4 inch seam allowance. Repeat with the other upper collar piece and tie.
Step 6: Attach the Ruffle
Pin the ruffle to the right side of one upper collar piece, aligning the raw edges. Baste the ruffle in place using a 1/4 inch seam allowance. Repeat with the other upper collar piece and ruffle.
Step 7: Finishing Touches
Pin the upper collar pieces to the under collar pieces, right sides together, sandwiching the ruffle and the tie between them.
Sew along the outer edge of the collar, leaving the inner edge open for turning.
Clip the curves and turn the collar right side out. Press and topstitch along the outer edge.
